In 1992, the TPHCCA Board began giving an annual award to the individual or company who made contributions to help improve child care. For several years,Texas Representative Libby Linebarger introduced and supported legislative child care issues to the Texas Legislature. In 1992, because of her contributions, it was decided to give an annual award in her name. Listed below are all of the recipients to date.

Rosebud Award
Given for the first time in 2005, the Rosebud Award was awarded to the award's name sake, Wayne (Rosebud) Ward. The Rosebud Award will be given to an associate member who has on a continuous basis, gone above and beyond in helping, supporting and giving to TPHCCA and all of its members. The recipient of this award will receive a trophy.
