TPHCCA Awards and Special RecognitionLibby Linebarger AwardIn 1992, the TPHCCA Board began giving an annual award to the individual or company who made contributions to help improve child care. For several years,Texas Representative Libby Linebarger introduced and supported legislative child care issues to the Texas Legislature. In 1992, because of her contributions, it was decided to give an annual award in her name.
